NETWORK SYSTEMS ANALYST

 

The City of Fairview Heights is accepting applications for a full-time Network Systems Analyst position in the Administration Department.  The base annual salary associated with this position is $47,812.40 (educational salary incentives available). Basic job qualifications include an Associate’s Degree in computer science or related field (Bachelor’s degree preferred), and two years of increasingly responsible experience in providing front line support in computers and technology. SUMMARY OF POSITION
The Network Systems Analyst is be responsible for providing support to end users, network administration, hardware/software installation, and other projects as directed.
Work consists of network implementation, administration, troubleshooting, and consulting with users. The position reports to and provides support to the Network Administrator in managing the city’s hardware, software, and information needs and systems. In addition, the Network Systems Analyst serves as the frontline troubleshooting and help desk role for the City and operates in an environment that requires a commitment to customer service.

ESSENTIAL JOB DUTIES (Essential functions include the following and the Physical Requirements listed below):

• Provide daily support to End Users; serves as primary help desk representative to the City
• Assist in the daily functions of Network Administration under the daily supervision of the Network Administrator and direction of the Mayor
• Ensures the overall integrity and security of the City’s computer system; administers Internet security and filtering, intrusion detection and monitoring systems
• Provides first level contact for users experiencing problems on the network; troubleshoots user problems; provides server management and end user support for all departments, including the Police Department
• Coordinates improvements and maintenance for network systems; installs and configures network servers, coordinating hardware and software

• Develops operational procedures for the system and users
• Provides support for technical issues related to the City's internet and email access
• Serves as the main contact for telephone and voice mail system problems
• Resolves performance issues; documents, analyzes, tests or modifies the system or programs
• Maintains system backups; supports disaster recovery/restart
• Installs and provides support, including troubleshooting, for hardware/software problems
• Works with vendors and outside agencies in the performance of duties
• Provides effective and efficient customer services while promoting and maintaining responsive community relations
• Give presentations to employee work groups, management team members, and City Council, as needed, on IT department initiatives and program roll-outs
• Performs other duties as assigned

BASIC JOB QUALIFICATIONS
• Associate’s Degree with course work in management information systems, or computer science, computer engineering, or related required; Bachelor’s degree in related field preferred
• Two years of increasingly responsible experience in providing support with computers, hardware, software, and peripherals
• Type at 60 words per minute
• Proven customer service skills and ability to work tactfully with the public, employees, and City vendors

KNOWLEDGE, SKILLS, ABILITIES REQUIRED
• Ability to work independently, take initiative, and spearhead projects after receipt of general direction
• Considerable knowledge of PC operations, data communications, and network operations

• Knowledge of Microsoft server technology, Windows-based PCs, and Apple products
• Knowledge of TCP/IP networking protocol, WAN and LAN networking environment, and VMWare.
• Ability to effectively troubleshoot and resolve network and PC problems in a timely and urgent manner
• Ability to be self-directed, resourceful, enthusiastic, and diligent
• Ability to exercise good judgment in a variety of situations and engage in a strategic thought process
• Ability to keep up with Microsoft Windows updates for imaging computers
• Ability to establish and maintain strong working relationships with administrators, employees, City departments, vendors, and members of the public
• Ability to be accessible and responsive to City Hall and other municipal facilities and employees on an emergency on-call basis
• Ability to operate and adapt to various platforms of technology, such as an iPad, laptop, personal computer, Smart TVs, etc
• Knowledge of common office equipment, such as the use of a phone, printer, copy and fax machine, scanning equipment and software, and the ability to learn and adapt to new equipment
• Skillful use of Microsoft Office Suite, including Outlook, Word, Excel, PowerPoint, and Publisher
• Ability to communicate effectively both orally and in writing

OTHER JOB REQUIREMENTS

• Position will be required to work occasionally after normal working hours
• Travel to conferences and seminars may be required occasionally

PHYSICAL REQUIREMENTS
• Position requires the ability to sit for extended periods of time; stand and walk; lift, carry, push, pull or otherwise move items weighing up to 75 pounds; seeing, speaking, and hearing necessary to issue and follow oral and written instructions; hand-eye coordination and manual dexterity sufficient to effectively and efficiently operate office machinery, including a computer keyboard.
• Sit and talk or hear; walk; use hands to finger, handle or feel objects, tools or controls; and reach with hands and arms
• Specific vision abilities required by the job include close vision and the ability to adjust focus.
• Manual dexterity necessary to type at least 60 words per minute, operate a calculator, copy and fax machine, and other equipment
WORKING CONDITIONS
Most work will be performed in a regular office environment.
