Position Focus:Reporting to the Information Technology Manager at Yale Health, the Programmer Analyst 2 is responsible for supporting the department’s programming function and support primarily related to the Practice Management System.

Position provides programming and functional support for GE Centricity Business application including Managed Care Applications (Claims and Member Enrollment), Billing and Accounts Receivable (BAR) modules and Database Management System (DBMS). Maintains system dictionaries and the programming of screens, reports, form letters and other system features requiring edits on a regular basis. Manages medium to large scale projects and provides support during project implementation. Develops testing plans and testing scenarios for new features/fixes added to the system, hardware changes or issues that require signoff on new enhancements. Develops function requirements for application fixes and enhancements; determines resources required, estimates level of effort and status tracking. Serves as a subject matter expert on Centricity Business from technology and functionality perspective (MCA, BAR, interfaces and extracts) and is expected to continually gain technical knowledge on these systems. Conducts activities per user requirements. Analyzes, designs, develops, tests, troubleshoots, optimizes, enhances and maintains ANSI X12 EDI transactions including but not limited to 837, 835, 834 and 278 transaction sets. Technical contact for external trading partners on EI-related issues, questions and activities. Participates in Centricity Business application and hardware upgrades and other support activities as needed.

Work with programming staff to ensure adherence to prevailing programming standards when performing analysis, writing documentation and testing components of custom modules with the Centricity Business application. Responsible for testing and debugging application in conjunction with business analyst and users and develops programs for automatic correction of erroneous data. Modifies and maintains existing applications, including testing and installation of system upgrades. Test, troubleshoot and perform related system refinements and improvements. Monitor and manage new programming installations and upgrades to existing applications. Develop solutions to technical issues raised by Yale Health Staff. Serve as a liaison to end users for problem solving, education or enhancements.

Essential Duties1. Develops programs or systems of small to moderate size and complexity. Modifies existing systems at all levels of difficulty. 2. Provides informational input into decisions concerning the development and delivery of applications, programs and systems. Defines and analyzes requirements to meet the expectations of stakeholders and intended end users needs, scheduled timeline, and budgetary targets. 3. Analyzes, defines and designs new systems and applications. Writes code in support of business solutions. 4. Responsible for the creation, definition, communication, and management of project plans which includes architectural design, technology selection and methodologies to apply. 5. Troubleshoots problems and provide ongoing maintenance and support for applications and systems. 6. Prepares documentation, user manuals and develops formal proposals for new systems and modifications to existing systems. Mentors technical staff and provide training for end users. 7. Contributes in the development of policies or modifications to exiting policies. 8. Applies and keeps current with existing and emerging technologies and methodologies. Provides ongoing input to the establishment of programming standards, procedures, and methodologies. 9. May perform other duties as assigned.

Required Education and ExperienceBachelor’s degree. Three years of experience in analysis and programming of small to medium scale systems or an equivalent combination of education and experience.

Required Skill/Ability 1:Substantial experience with M (MUMPS) programming language. Strong background in designing and developing relational databases including reporting requirements.

Required Skill/Ability 2:Demonstrated abilities with healthcare software applications.

Required Skill/Ability 3:Strong problem-solving skills and comfort in recommending solutions to end users at all levels of the organization. Outstanding verbal and written communication skills and a demonstrated ability to express complex ideas and processes in clear and concise ways.

Required Skill/Ability 4:Excellent project management, organizational and analytical skills. Accomplished PC user with advanced proficiency in all Microsoft desktop applications. Ability to meet deadlines and to manage multiple projects with both internal and external constituents.

Required Skill/Ability 5:Excellent attendance, punctuality and reliability.

Preferred Education, Experience and Skills:Knowledge and understanding of GE Centricity Business, BA, DBMS, MCA, EDI and InterSystems Cache. Strong familiarity with Practice Management Systems. Working knowledge of regulatory and compliance agencies including HIPAA, Joint Commission, NCQU (HEDIS), PCMH.
