Primary Responsibilities

HDR is seeking qualified applicants for a Project Manager role to lead Utility Infrastructure Planning work for projects including the City of Santa Cruz Water Program. This position is located in HDR’s Northern California region, with flexibility in office location; either Santa Cruz, CA Program Management office, Walnut Creek, Folsom, or San Jose. The position involves all aspects of project management for small to large-sized projects in support of the water system facility improvements. Duties will include:


Lead preparation of studies and preliminary designs, to be prepared by HDR


Manage planning and preliminary design efforts for projects completed by HDR, and oversight of other consultant firms a part of program management efforts, including review of deliverables on behalf of the client and review and approval of monthly consultant invoices


Prepare and assist in issuing RFPs for selection of design consultants as part of program management


Lead planning/pre-design efforts and coordinate with other project managers, client staff, and stakeholders, including written reports, meetings, and presentations


Report to the program control’s team on the budget and schedule progress of the project(s)

The initial role for this position will be a key team member on a large water supply program with the City of Santa Cruz. The City of Santa Cruz Water Program consists of a fully integrated program management team. This position will serve as one of several project managers assigned to the program and will be required to work collaboratively with other project managers, program management staff and client staff.

Key Responsibilities:


Serve as the project manager for water supply planning project deliverables for the City of Santa Cruz. Must be able to manage several projects simultaneously.

Position location is flexible, but If located at the program office in Santa Cruz, the PM role would continue over various phases of completion.


Establish strong, productive, collaborative relationships.


Work closely with the Program Manager, clients and internal staff to define scopes of work, resource requirements, budgets, schedules and deliverables.


Prepare and periodically review/update project execution plans. Communicate progress effectively with team members and senior management.


Provide effective leadership of the project team. Supervise project engineers/ scientists and subcontractors in the successful delivery of technical projects.


Manage financial aspects of project contracts to protect HDR’s interests and simultaneously maintain good relationships with the client. Ensure that all project work is completed on time and within budget, with a focus on meeting contract scope and terms and conditions. Monitor significant deviations/inconsistencies and project progress and take corrective action when required.


Interface directly with external and internal parties in order to review project plans, budgets, status reports and deliverables. Ensure that work products meet standards as defined by the client and HDR.


Communicate efforts with client counterparts and ensure an ongoing positive relationship.


Represent HDR in project meetings. Participate in program activities including the identification of proposal preparation, presentations, contract negotiations, amendments, change notices, and contract claims. Understand and possess ability to communicate technical concepts to other staff and client.


Demonstrate strong written and verbal communication and negotiating skills.


Consistently adhere to and enforce internal HDR processes and policies such as business and contracting rules.


Work in a manner to ensure personal safety and that of fellow employees by following HDR and program health and safety guidelines and policies.


Perform additional assignments as requested by senior management.

Qualifications

Experience and Requirements:


Degree: BA/BS in Engineering. Advanced degree a plus.


Certifications: Project Management certification preferred.


Registration: Professional registration (PE/PG) highly desired. California PE registration desired.


Experience: 8 – 15 years of project management experience in planning, engineering and/or construction on capital improvement projects with a track record of successful delivery of projects on time and within budget. Experience with water supply infrastructure preferred.


Location: Flexible: HDR office based in Walnut Creek, Folsom, or located at the Santa Cruz program office.


Candidates should be proficient in using project control systems, problem solving, management, and client relations.


Strong written and interpersonal communication skills, including team leadership, presentations, proposals, and managing client interactions.


Strong organizational skills, ability to prioritize assignments and build strong client relationships.


Working knowledge of Microsoft Outlook, Word, Excel, and PowerPoint as well as project management systems, project scheduling, scoping, budgeting, cost analysis, resource analysis, and reporting.
