The Project Manager plans, budgets, and manages analyses and projects to meet the strategic business objectives and goals of the division. The Project Manager coordinates cross-functional Board teams through meetings and progress measurement activities, which bring projects to completion on time with quality outcomes in support of division goals and objectives. The Project Manager manages multiple projects in a fast-paced, high-visibility environment May intervene on some issues within scope. Will escalate more complex issues to a higher level as appropriate. Requires very strong project management and analytical skills typically acquired through the completion of a bachelor’s degree in project management, computer information systems, business administration or related discipline or equivalent experience. Specifically, the management of technology focused projects, especially those involving the implementation of enterprise-wide platforms. Requires six years’ experience with progressively complex project management responsibilities. Formal certification in project management such as certified Project Management Professional (PMP) preferred. A thorough knowledge of development methodologies, best-of-breed analysis methods, project management, testing, and the operating environments which support Enterprise Resource Planning (ERP) systems required. Quickly learns and assimilates complex technical and business requirement information with the ability to apply this knowledge in solving customer business problems. Ability to resolve Project conflicts within scope. Must drive resolution of project risk and issues and escalate as required. Demonstrate leadership and willingness to take accountability for results. Excellent time management and organizational skills required. Must possess clear, concise and effective verbal and written communication, including the ability to effectively communicate with technical personnel, business customers, and management. Ability to read communication styles of team members and contractors who come from a broad spectrum of disciplines and negotiate as needed. Ability to communicate with roles of all levels within the division. The ability to handle conflicting information and requirements effectively is important. Demonstrated ability to handle multiple tasks, competing priorities, and challenging situations professionally, as well as strong leadership and project management skills in managing technical staff and projects. Can promptly and efficiently conform to shifting priorities, project adjustments, demands and timelines through analytical and problem-solving capabilities. Understands how to mitigate project and application risk. Demonstrated commitment to a strong customer service philosophy required. Ability to elicit cooperation from a wide variety of sources, including upper management, clients, and other divisions. At the FR-28 grade level the incumbent is a Senior Project Manager and requires very strong project management and analytical skills typically acquired through the completion of a bachelor’s degree in project management, computer information systems, business administration or related discipline or equivalent experience and six years’ of experience with progressively complex project management responsibilities. The incumbent is considered an expert in Project Management. Self-directing with a high degree of independence and limited guidance needed. Suggests new initiatives to management in consultation with the team (customers, technical staff, other stakeholders, and management) to improve automation and work processes. Plans, designs, and executes programs, projects, and other assigned work independently. Exercises no direct supervision. The Project Manager (PM) will be responsible for the planning, budgeting, requirements collection, analyses, integration and management of highly complicated technology-based projects. In addition, the PM will coordinate the activities of multiple cross-functional Board teams as well as manage the day-to-day operational aspects of the project. The PM will be required to manage multiple projects in a fast-paced, high-visibility environment. They will be required to intervene and resolve issues which threaten the overall cost, schedule or quality of the project as well as judiciously escalate more complex issues to a higher level for resolution.
