Science and Technology Project Analystin Edgewood, MD Description Huntington Ingalls Industries – Technical Solutions Division, Integrated Mission Solutions Group (Camber Corporation) provides mission-critical engineering and technical service to Information Technology, Federal Civilian, and National Security, Aerospace & Defense and International government and commercial customers at over 100 locations worldwide. HII-TSD, Integrated Mission Solutions Group (Camber Corporation) is currently seeking a Science and Technology Project Analyst to work out of their Edgewood, Maryland office. The following statements of duties and responsibilities are intended to describe the general nature and level of work being performed by individuals assigned to this position. These statements are not intended to be an exhaustive list of all duties and responsibilities required of all personnel within this position. Actual duties and responsibilities may vary depending upon assignments and other factors. Duties and Responsibilities: * The contractor shall provide ongoing analytical and seniorlevel program management support, assisting to facilitate and coordinate daily staff operations, communications, and processes. * The contractor shall plan, organize, and develop program management techniques and internal controls for acquisition programs and support functions. * The contractor shall oversee daytoday operations, determining program objectives, monitoring engineering activities (i.e., design, development, modification, and analysis systems and their associated components), and performing analysis of program cost, schedule, and performance. * The contractor shall provide technical acquisition strategy support to leadership. * The contractor shall recommend strategies, review schedules, identify issues, and recommend actions to meet program milestones. * The contractor shall gain concurrence, approval, and consensus from stakeholders on various issues. * The contractor shall provide a consistent presence to relay issues, concerns, and perceptions of key stakeholders. * The contractor shall interact with Government and contract support personnel who oversee discrete elements of the acquisition program. * The contractor shall monitor project schedules to ensure proper resources and risks are recognized and mitigated. * The contractor shall work with disparate functional groups and team members in order to understand, analyze, execute, and communicate acceptable solutions to overcome challenges and mitigate cost, schedule, and performance risks. * The contractor shall assist in developing and executing tradeoff analyses to support optimization of capabilities. * The contractor shall chair and direct IPT meetings when needed, providing seniorlevel guidance for all programs. In addition, the contractor shall facilitate various meetings and discussions with both internal and external stakeholders. * The contractor shall develop, analyze, and staff critical acquisition documentation, reports, and briefings. * The contractor shall provide engineering project management support, specifically with regard to the strategies and processes of the CBRN community. * The contractor shall review internal and external reports and briefs, including those of other agencies, and provide expert analyses of the documents, including relevance and impact. * The contractor shall interpret specifications, requirements, and technical data. * The contractor shall prepare detailed briefs in support of the program office. * The contractor shall assist in the development of documentation, providing advice and analyzing data to be used during informational and predecisional program meetings. * The contractor shall lead or assist in preparation and support of PMRs, IPTS, and other meetings. * The contractor shall deliver seniorlevel presentations and briefings. * The contractor shall draft, review, staff, and update a variety of documentation (e.g., acquisition documents, memorandums, briefings, information papers, issue papers, meeting meetings, etc.). * The contractor shall provide coordination and staff support at meetings, program reviews, conferences, and briefings by producing the agenda and meeting minutes, preparing presentation materials and displays, hosting or participating in the event, and recording and tracking action items. * The contractor shall track the status of action items and assigned milestones, ensuring deadlines are met. * The contractor shall respond to internal and external requests for information. * The contractor shall maintain a library of product/programspecific electronic files and applicable reference materials for one or more programs. * The contractor shall coordinate, review/analyze, and critique budgeting and contracting documentation to ensure timely execution of funds and program missions. * The contractor shall identify and mitigate programmatic risks across a broad and complex portfolio at the different stages of program development and execution. * The contractor shall lead the acquisition milestone approval process, to include completion of all acquisition documentation and implementation of future strategies for program of record approval. * The contractor shall serve as task manager. In addition, the contractor shall manage scheduling and document control processes. * The contractor shall lead staff meetings and develop presentations. Qualifications and Experience: Required- * Standard Requirement: The contractor shall possess a Masters degree in Engineering, Systems Management, Business Management, Computer Science, Information Management, or a related discipline, as well as ten (10) years of general experience and six (6) years of relevant experience. * Alternate/Tradeoff Requirement: The contractor shall possess a Bachelors degree in Engineering, Systems Management, Business Management, Computer Science, Information Systems, or a related discipline, as well as twelve (12) years of general experience and eight (8) years of relevant experience. * The contractor shall possess an understanding of, and be capable of applying, acquisition programmatic and technical program management support for operational concepts. * The contractor shall possess strong planning, analytical, problem solving, organizational, and leadership skills to effectively support the following: + Interaction with stakeholders at an executive level + Work and project prioritization + Gathering, analyzing, and presenting facts and positions using appropriate data collection techniques and tools + Identifying problems and developing innovative solutions + Planning and executing programs, projects, or studies within established constraints (e.g., funding, schedule, etc.) * The contractor shall possess experience evaluating recommendations and analyzing and collecting information and supporting documentation to assist staff and leadership in making informed and sound decisions. * The contractor shall possess an indepth knowledge of DoD acquisition processes. * The contractor shall possess exceptional oral and written communications, and be capable of speaking clearly. * The contractor shall possess extensive experience in Joint base operations. * The contractor shall possess extensive experience engaging with HQDA staff, the National Guard, Joint staff, Joint Requirements Office (JRO), and Prime contractor staff. * The contractor shall possess practical experience and knowledge regarding Chemical, Biological, Radiological, and Nuclear (CBRN) technical and information management solutions in support of daily operations and program execution. Preferred- * The contractor may possess a Defense Acquisition University (DAU) Level III certification, or the equivalency, in Program Management. Security: * Candidate must possess and be able to maintain a government security clearance at the Secret level. * The selected applicants will be subject to a security investigation and must meet eligibility requirements for access to classified information. * All candidates will be subject to a pre-employment background investigation and drug screening per HII requirements.
