The Air Force Civilian Service (AFCS) is looking for a Full-Time Information Technology (IT) Specialist Information Security (INFOSEC) (NH-2210-III); one to work as a Cyber Security Operational Test Manager at The Air Force Operational Test and Evaluation Center’s (AFOTEC) Detachment 5, Edwards AFB, Edwards, CA.

Salary range: $101,121 – 156,323 based on experience.

The primary purpose of this position is to serve as the Detachment Lead Cyber Security Operational Test Program Manager, applying Department of Defense (DoD) and Air Force cyber security methodologies, threat identification and test knowledge to the operational testing of major defense systems to inform fielding and major acquisition decisions. Lead a multi-functional team of as the Detachment’s recognized expert in the design, development, execution and reporting of systems cyber operational capabilities.

Qualifications/Requirements:

• Must be a U.S. Citizen

• This is a designated Drug Testing Designated Position (TDP) under the Air Force Civilian Testing Program.

• Must be able to obtain and maintain a Top Secret with Sensitive Compartmented Information (TS/SCI) security clearance.
• Expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of operational test and evaluation of cyber security activities related to plans and programs for conducting major operations such as combat, mobilization, aircraft, rescue, special operations, airlift, Command and Control and Intelligence, Surveillance, and Reconnaissance (C2ISR), or technology projects.
• Expert knowledge of Major Command, Air Force and DoD program goals and objectives; the sequence and timing of key cyber security operational test activity requirements, structure, milestones, concepts, principles, practices and applicable regulations when conducting major military operations.
• Expert knowledge of the relationship between military modernization planning operations and the planning and execution of operational test and evaluations.
• Expert knowledge and skill in the application of Air Force cyberspace operations, control, defense and operational test experience as it applies to assigned programs.
• Expert ability to plan, organize and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations where proposals involve substantial resources and require extensive changes in established concepts and procedures.
• Expert knowledge of cyber security guidelines consisting of general DoD, Joint Service and Air Force Directives that require considerable adaptation and/or interpretation for application to issues or problems studied.
• Air Force military cyber operations controller or defender and operational test experience is critical to the successful completion of the work.
• Knowledge and previous experience with cyber security; information assurance; full spectrum cyberspace operations; air operations centers; expeditionary communications; data links management, spectrum management, knowledge-based operations; telecommunications; space, command and control.
• Cyberspace Qualification is a condition of employment. This position includes Cyberspace work as a paramount duty requirement. Per Department of Defense Manual (DoDM) 8140.03, para 4.2.a.(2)., requires foundational qualification requirements within 9 months of assignment to a cyberspace work role and resident qualification requirements within 12 months of assignment to a cyberspace work role. A waiver of these requirements may be granted per DoDM 8140.03. Failure to achieve and maintain the proper Cyberspace Qualification may result in removal from this position.

HIGHLY DESIRED:

• A bachelor’s or master’s degree in computer science or related field.
• Knowledge and previous experience with aircraft systems, network warfare, network system operations, cyber operations and information operations planning is highly desired.
• Knowledge and previous experience with operations to detect, deny, disrupt, deceive and mitigate adversarial access to networks is highly desired.
