VDOT’s Performance and Strategic Planning Division is seeking a team member to provide high-level professional support and coordination of the agency’s data analytics and data science program, performance measurement and reporting programs. The successful candidate will conduct and develop complex data analyses, develop predictive indicators of performance, create business intelligence tools and dashboards that cross traditional functional lines, and can be used by employees at all levels of the organization, as well as the general public. The successful candidate will support the Agency’s data science and analytics program to analyze systems and business performance, interpret results, forecast and predict performance, and recommend improvements. Work with a variety of different types of datasets, and include data processing, data cleaning and validation, data reconciliation and expansion, classical statistical analysis and model estimation, application of contemporary machine learning algorithms to develop predictive indicators of performance. Implement, debug, calibrate, and apply both advanced analysis models as well as next generation data driven techniques, founded on the data analysis. Develop, calibrate and validate data models, processes large input and output data sets. Analyze transportation and business data and use R, Python, SPSS, Java, SQL and other tools necessary to support continuous improvement of programs and agency performance. Conduct advanced, complex and unusually difficult analyses to identify insights and correlations indicating transformative changes that guide improvements in the agency’s performance using databases, data mining software and Power BI. Mine, analyze and interpret large data sets from multiple data systems and lines of business. Translate Agency business needs into technical data requirements. Use a strong business acumen and understanding of the business to combine quantitative analyses with qualitative evaluations to determine root cause of performance and develop recommendations for performance improvement. Design, develop, and implement quality assurance/ quality control tools to find and flag performance anomalies. Develop performance management systems designed to cascade measures through all levels of the department, and link performance metrics to business processes. Prepare clear, concise, and compelling reports, (both traditional and online, interactive reports) recommendations, and presentations that provide executive and senior leadership with the information they need to transform the organization through innovations, policies, strategies, organizational structure, operational practices and/or resource distribution.

Knowledge and demonstrated skills in performance measurement processes and data analytics, data research and evaluation techniques, and strategic policy analysis. Knowledge of data analytics, industrial engineering, strategic management, and/or economics. Extensive experience in research and evaluation analyses, techniques, and methodologies including theories/assumptions; quantitative and qualitative principles, practices, and procedures. Experience with working with data from large data sets and developing repeatable, automated reports, using querying and visualization tools. Demonstrated skills and abilities in work measurement, economic analyses, project management, statistics and use of statistical data. Ability to identify source data and source systems where data resides and envision programs and develop rules for retrieving the data and using the data so that the data is correct, used appropriately, and the analysis can be repeated by a third party. Demonstrated ability to independently review data to validate that results reported by Agency staff are correct and verifiable. Demonstrated proficiency with databases, data warehouse, Microsoft Office, R, Python, SPSS, SQL, Power BI and other tools necessary to support continuous improvement of programs and agency performance. Ability to work with all levels of Agency staff, including regular interaction with Agency executives and senior leadership. Skill in publishing and reporting performance measures for public consumption. Proven ability to translate and communicate complex and sensitive information to various audiences in a clear and compelling manner, both through oral and written communications and presentation materials. Demonstrated competencies in team dynamics and obtaining desired results; effectively dealing with conflict; staying focused on the mission; setting and achieving critical priorities in a strategic and time sensitive manner; demonstrating initiative; and keeping focus on customer and performance expectations and measures. Demonstrated ability to develop appropriate QA/QC procedures for performance measurement and reporting programs. Bachelor’s Degree in Statistics, Data Science, Systems Engineering or related field or equivalent combination of education, training, and experience. Demonstrated experience conducting a variety of advanced analyses primarily in the performance measurement area.
Graduation from an accredited college or university with a concentration in data science, statistics, systems engineering, information technology or similar. Graduate degree preferred. Data Scientist certification, MS Power BI certification, Minitab, SharePoint, Project Management experience a plus. Demonstrated progressively responsible experience in a senior position, working in multiple programmatic areas.
