Director – DevOps PMO & VMO will develop and support the Project Management, Vendor Management and Agile Delivery office of the Digital Department. This position holds both the leadership and management roles in a PMO & VMO. He/She is also responsible for various methods and practices around provisioning IT into the business, improving the overall PPM and Vendor Management maturity across the organization, and tracking and reporting the conformance to plans and expectations of IT-oriented initiatives. As an arm of the overall IT governance function, the PMO & VMO Director is responsible for supporting and enabling the organization’s projects, programs, vendors and structured work efforts. The PMO & VMO Director ensures that the work of the PMO & VMO adds value, is relevant to the strategy of the organization, and meets the goals set for the PMO & VMO by executive management.
Supervise 5 to 7 direct reports including Program Managers, Project Managers, QA Manager and Demand/Capacity/Resource Planning manager and Vendor Management process and analytics managers.
Project and Portfolio Management:
Manage the overall PMO function for HARMAN Digital, providing leadership, governance and management control for all projects.
Manage, encourage, and develop the careers of Project, Program and Portfolio managers and ensure that Digital PM processes are adhered to and maintained.
Provide oversight to scoping, planning, execution and monitoring activities of the Program and Project Managers, and ensure the Digital project portfolio is on schedule and on budget.
Oversee Digital performance metrics and projections, and monitor key Digital program metrics such as cost, schedule and quality indicator.
Build and maintain an in-depth understanding of PMO process and establish strong working relationships with functional counterparts and vendors.
Partner with the Digital Leadership team to identify and plan the training and development of additional Project Managers, Scrum Masters, Business Analysts, and Business Integrators throughout HARMAN to optimize our global capacity to innovate.
Performance monitoring and reporting.
Facilitates among the PMO stakeholders and organizational leadership a consensus around the mission and vision of the PMO organization to foster a project-management-oriented culture and mindset.
Engages senior leadership and business partners to define the PMO mission, goals and operating model, and releases this after senior management approval, in the form of the PMO charter.
Leads the identification and development of PMO roles, team configuration and recruitment appropriate to deliver the agreed-upon PMO goals and objectives.
Leads the identification and implementation of project management processes, methods, tools, guidelines and standards in order to establish a stable framework that supports all project teams and stakeholders to improve the probability of successful project delivery.
Facilitates the agreed-upon process that develops plans and prioritization by leadership and governance.
Defines, manages and directs the needed end-to-end PMO work effort, which includes leveraging best practices and techniques in identifying, quantifying and tracking the realization of expected benefits defined in business cases.
Provides ongoing coaching and mentoring to PMO staff and project managers.
Builds and maintains relationships with senior leadership and key PMO stakeholders, and acts as a trusted advisor
Regularly reviews and evaluates opportunities to improve the project management best practices in order to achieve higher maturity in PPM.
Leads (where one is agreed and needed) the establishment of a project management community of practice to facilitate collaboration and best-practice sharing among project managers and key PMO stakeholders.
Demand Management/Capacity Planning/Fiscal Year planning:
Provide direction for the overall Demand Management function for Digital providing leadership, process ownership, and governance.
Partner with Digital leadership team to establish and follow investment governance that allows for the effective management of business and technology priorities.
Partner with the Digital Leadership team to define and prioritize the Digital portfolio of programs and projects.
Establish standards, system monitoring, metrics, and ad hoc capacity audits.
Provide oversight to Digital demand and resource management regarding resource forecasts, mobility of resources, open Digital needs, and immediate resource demands, by understanding and documenting both internal and external (vendor) capabilities by skill, capacity and region.
Instill best practices for demand management/capacity planning. Communicate and lead throughout Digital as well as during our interactions with business partners and vendors.
Oversee the Fiscal Year planning activities for all divisions and functions.
Provide leadership and set the strategic direction, mission and vision of the vendor management office (VMO) or vendor management capability in alignment with the strategic and operational objectives of the technology organization and the business.
Develop organizational design and functional roles and responsibilities for technology vendor management.
Recruit and manage personnel assigned to the VMO.
Create and maintain training and performance evaluation materials for resources assigned to the VMO.
Foster a culture of success through performance targets, one on ones, a clear engagement strategy and regular performance reviews, ensuring that you have the right person in the right role based on his or her skills and competencies.
Provide training and resources for internal staff members who are charged with executing vendor management activities.
Collaborate with internal stakeholders including IT and business resources, sourcing and procurement to develop criteria and best practices for vendor selection.
Provide oversight to Quality Assurance (QA) Team in building and growing the team, development of processes, implementation of tool sets and driving HARMAN to a higher level of project and process excellence by leveraging QA best practices, particularly on high priority projects.
Drive Quality Assurance team to conduct Quality audit on all large projects minimizing project implementation risks
Provide leadership to facilitate the growth of the QA team to deliver measurable impact to processes, projects and programs.
Oversee audits conducted by internal and external auditors on projects and programs.
Experience running or serving as a senior leader in a PMO and/or application development department.
Experience with one or more project management methodologies (for example, Agile, Waterfall, Extreme Programming).
Program management skills and experience, plus significant knowledge of project planning tools with evidence of practical application (which is highly desirable).
Exceptional leadership skills with the ability to develop and communicate the PMO vision, and inspire and motivate PMO staff.
A distinctive blend of business, IT, financial and communication skills (This is a highly visible position with substantial impact.).
Effective influencing and negotiation skills in an environment where resources may not be in direct control of this role.
Excellent analytical, strategic conceptual thinking, strategic planning and execution skills.
Strong business acumen, including industry, domain-specific knowledge of the enterprise and its business units.
Deep understanding of current and emerging technologies and how other enterprises are employing them to drive digital business, and how they may be applied to the enterprise to drive digital business.
Demonstrated ability to develop and execute a strategic resource plan.
Excellent verbal and written communication skills, including the ability to explain IT concepts and technologies to business leaders, and business concepts to the PMO staff.
Bachelor’s or master’s degree in computer science, information systems, business administration or related field, or equivalent work experience.
Fifteen or more years of experience in IT and business/industry.
Five to seven years of leadership responsibilities.
Demonstrated experience in leading diverse teams.
Excellent communication skills, strong interpersonal and relationship management skills with excellent conflict resolution and negotiation skills.
Project Management Institute (PMI), Project Management or Professional (PMP) certification, Agile / DevOps Practitioner or Leader Certification.
Experience building project prioritization tools and processes and driving them through a global organization.
Willingness to travel 20%.
Willingness to work in an office in Richardson, TX.
