Data Engineer – Military HIV Research Program

HJF is seeking a Data Engineer to support the Data Coordinating and Analysis Center (DCAC) within the Military HIV Research Program (MHRP) located in the Rockledge office in Bethesda, MD. HJF provides scientific, technical and programmatic support services to MHRP.

Responsibilities are to build data pipelines and develop a data warehouse, including advising on overall architecture, extracting, transforming, and loading (ETL) data, and working with a team of clinical and laboratory team members, data managers, epidemiologists, physicians, and other scientists to build, test, and implement all features.

1.Supports the development of the big data warehouse including portal development, software integration, and data transformations.
2.Recommends operating methods to improve processing, distribution, data flow, collection and database editing procedures.
3.Consults with programmers and end-users concerning the outline of data requirements and assists in making data accessible to programmers, epidemiologists, physicians, scientists, and other end users.
4.Conducts data normalization, data maintenance, data research, data standardization, data product development, and data quality assurance.
5.Responsible for the validity of data contained in database files and performs data archive procedures within established guidelines.
6.Troubleshoots problems concerning database records and communicates with co-workers and end users of the system to resolve issues.
7.May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.

Required Knowledge, Skills and Abilities: Experience working with clinical and laboratory data; knowledge of Good Clinical Practices (GCP); knowledge and prior experience working with big data and warehouses (i.e. MySQL, NoSQL, HDFS, PostgreSQL); prior experience designing, reviewing, implementing, and optimizing data transformation processes – ability to consolidate, validate and clean data from a wide variety of sources; prior experience extracting data from existing databases and implementing fast and efficient data acquisition using Big Data processing techniques and tools; commitment to data quality; strong Excel and SQL skills (both unstructured and structured); proficiency in OOPL (i.e. Python, Java, Perl, JavaScript) and Web tools (i.e. HTML, CSS); ability to investigate data issues and participate in remediation activities; ability to review detailed documents to validate data in operating systems; experience in documentation and technical writing; ability to communicate effectively; excellent verbal, written, and interpersonal communication skills; self-motivated and willing to proactively address issues; ability to manage multiple tasks and projects simultaneously; careful attention to detail; active GitHub profile with projects that can demonstrate proficiency in related skills.

Preferred: Experience with Excel MACROS; experience with LabKey; statistical analysis skills and prior experience analyzing large databases with tools such as BigQuery, Apache Hadoop, Pig, Hive, MapReduce, R, or SAS; experience with cloud computing (e.g. Azure, AWS).

Minimum Education: Bachelor’s degree required, Master’s degree preferred in computer science, health information, information technology, or related field.

Minimum Experience/ Training Requirements: 6-8 years of relevant work experience required.

Work Environment: Telework during COVID-19 pandemic.
