– You will analyze functional and technical requirements of proposed or existing IT systems.
– You will prepare programming specifications and specify programming instructions, inputs and outputs, structures, and other analytical products.
– You will participate in critical design reviews to verify technical impacts on current systems.
– You will train junior programmers and other systems analysts on the interrelationship of the systems or subsystems.
– You will analyses production processing to identify viable systems improvements in application response, usability, flexibility, and data integrity.

Customer Service – Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: ensuring customer understanding through the preparation of technical guidance and training on software and computer use and capabilities. 3. Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: serving as a member of one or more boards, committees, panels, or teams in support of special projects or programs as required. 4. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: analyzing and resolving system or software failures. THIS IS A DIRECT HIRE ANNOUNCEMENT. Sections 1643(a)(1) of the National Defense Authorization Act for Fiscal Year 2017 authorizes the Secretary of Defense to recruit and appoint qualified candidates directly to cyber workforce positions to carry out the responsibilities of the U.S. Cyber Command.

This position is covered by the Department of Defense Priority Placement Program.
