Job Description
CACI National and Cyber Solutions is currently looking for a motivated
Senior Program Manager to plan, organize, and manage a capability
development and engineering program. The selected candidate will be
responsible for planning, directing, reporting and coordinating day to
day program activities for both organizational and contractual
requirements. You will provide strategic guidance to teams and project
managers/technical leads in ways that promote the company’s culture
and meet the customer s requirements and expectations. The ideal
candidate will have demonstrated experience in organizing, directing,
and managing contract operation support functions, involving multiple,
complex and inter-related project tasks. Maintain and manage the
client interface at the senior levels of the client organization. Meet
with customer and contractor personnel to formulate and review task
plans and deliverable items. Ensures conformance with program task
schedules and costs. Establish and maintain technical and financial
reports to show progress of projects to management and customers,
organize and delegate responsibilities to subordinates and oversee the
successful completion of all assigned tasks. This candidate will serve
as a direct interface to the customer, responsible for establishing a
strong working relationship and managing cost, schedule, and other key
performance metrics. The ideal candidate will be an excellent leader
and will manage staff of different disciplines to produce results in a
timely manner.
Duties and Responsibilities:
The Program Manager will be accountable for meeting contractual
performance criteria and due dates during service delivery, and
successful overall program completion, coordinating activities in
support of project activities and teams that support the provisioning,
design, installation, maintenance, tracking and monitoring
requirements through completion preparing finished deliverables (e.g.,
monthly status reports, CFSRs, open issues). Performing Project
Monitoring and Control, Quarterly Reviews, Project/Resource planning,
team tasking, managing direct reports, functional/operational
deployment, oversee program risk and issue reporting, maintain
excellent customer interfacing and communication, completion of key
milestones, deliverables, work products and timely required
internal/external reports.
* Program Monitoring and Control includes establishment of baselines
associated with cost, schedule and reporting utilizing integrated
master schedule, project specific spend plans, burn rate reports
and funds and man-hour deliverables per CLIN.
* Financial baseline/cost account oversight with the customer and
corporate administration.
* Direct resource performance management and matrix planning for
CACI resources and sub-contract resources.
* Contract administration to include CRDL deliverables, Management
Plans, Milestones, Risk and Issue Tracking, Labor Category
verification, and customer invoicing.
* Sub-contractor administration to include teaming negotiations,
technical evaluation, performance tracking, procurement requests
and invoice approval authority.
* Procurement requests include Indirect and Direct purchases
associated with infrastructure, licensing and professional
services needs that are tracked in accordance with competitive
pricing and DCAA requirements.
* Development of contract pricing models to support objectives in
contract Labor, ODC s, G&A, Fee and Material Handling Costs.
* Final review and approval on all contract deliverables to either
the contracting officer or the contracting officer.
* Preparation, development and outline of company and customer
presentation reports.
* Direct Daily operations analyzing workflow amongst project areas
and work with the customer in establishing priorities, developing
standards and setting deadlines; identify and implement process
* Coordinate and lead all customer engagement, to include the
Government COTR and CO and Mission Partners
* Perform day-to-day personnel and technical management of
engineering staff to ensure high-quality and acceptable project,
and engineering efforts are completed by the team
* Responsible for the successful project execution within cost and
schedule, including financial planning and management oversight
and close coordination with Program Control Analysts
* Drive organic growth within the program and position CACI for
sustained, predictable growth in the Digital Signal Development
* Develop and maintain a close working relationship with customer
technical, program, and contract staff
* Establish excellent working relationships with customer and all
program partners
* Lead your team ensure a high performing team
* Stay abreast of advances in technology and processes
Required Qualifications:
* At least 15+ years supporting the Department of Defense, or the
Intelligence Community with a strong contracts background
* Bachelor’s Degree or higher; prefer major in Business, Computer
Science, or IT Management. Master’s degree preferred, with same
major or MBA
* Must have specific and relevant experience in the development of
proposals and preparing bids
* Extensive experience in Microsoft Office and Microsoft Project
* Strong oral and written communication skills
* Self-starter and able to negotiate with customers directly
* Top Secret Clearance active with lifestyle polygraph; SBI within
last 5 years
Desired Qualifications:
* Certified Federal Contract Manager experience
* Comprehensive understanding of FAR, DCAA, P2P and Corporate
* Relevant NRO focused experience
