Software Project Manager, responsible for planning, managing and executing Technical Work Directives (TWD) utilizing functional and technical project team(s) in providing software development capabilities and feedback on the application of simulation and biofeedback technologies in the Human Dimension program. In accordance with the Government’s Software Development Plan and software process, procedures, and standards documented in the Enterprise Process Improvement Collaboration (EPIC) develop software Requirements, Design, Development, and Testing (Unit and Integration). Ensuring the software development lifecycle (SDLC) is tailored for each specific projects timeline and objectives. Based on the Master Project Management Plan and Government, develop and maintain a project plan to achieve customer requirements and priorities. Manage day-to-day operational aspects of the project to include clear communication to and with all project stakeholders and required reporting. Pro-actively identifies any potential changes to project scope, identify potential risks and devise mitigation actions. Ensure project documentation is complete, current and submitted and or achieved appropriately. Work with Program Manager to ensure that the project is resourced appropriately.
Manage software development teams to help them plan, track and execute complex, cross organizational programs while maintaining focus on building the right things at the highest levels of quality. Performing program analysis, managing risk, identifying and influencing necessary course corrections, creatively solving problems, and communicating program status and activities across multiple levels of management.
Continuously assessing and improving the processes that comprise the SDLC and mentor/coach other members of the Program Management and Development Teams.
Bachelors Degree in a technical discipline, experience may not be substituted for degree requirement.
Master’s Degree preferred.
Over 10 years of related experience, including supervisory experience.
Experience with SDLC and Risk Management Framework
Expertise in process improvement and change management Hands-on experience with developing and reporting on metrics for engineering development, test development and execution, bugs, issues, risks, and other aspects of project and program management
Required Certifications: Sec +
