Overview:
The Senior Management Analyst in Valley Water’s Purchasing and Contracts Unit leads the procurement of IT goods, services, and consultants. This role ensures compliance with policies and best practices for the full procurement lifecycle—from solicitation to contract administration. Responsibilities include analyzing bids, conducting market research, negotiating vendors and contracts, and providing strategic procurement recommendations. The position also leads complex IT procurement projects, ensuring alignment with Valley Water’s goals.

 

Key Responsibilities:

 

• Oversee procurement for IT goods, services, and consultants, ensuring compliance with Valley Water policies and industry standards.

 

• Negotiate, prepare, and administer IT-related contracts.

 

• Provide training and support in procurement methods.

 

• Evaluate and analyze bids, ensuring fair and open competition.

 

• Develop and implement strategic IT procurement plans.

 

• Recommend improvements to procurement policies and procedures.

 

• Respond to inquiries and complaints, ensuring effective communication.

 

• Prepare reports and maintain purchasing records.

 

• Perform related duties as needed to support procurement operations.

 

Ideal Experience:

 

• 5 years of experience (ideally in public sector) analyzing complex procurement processes.

 

• Experience working with project managers to develop scopes of work and draft IT-related Invitations to Bid or RFPs.

 

• Experience negotiating and administering IT contracts to secure favorable terms.

 

• Proficiency with procurement software tools.

 

Ideal Skills and Abilities:

 

• Oversee and analyze IT procurement processes for compliance.

 

• Evaluate bids and proposals, ensuring informed vendor selection.

 

• Provide strategic advice on IT procurement strategies.

 

• Communicate effectively with stakeholders to address procurement needs.

 

• Build and maintain strong working relationships with vendors and Valley Water staff.

 

Ideal Knowledge:

 

• Expertise in IT procurement processes, ensuring legal and policy compliance.

 

• Strong knowledge of contract negotiation and administration.

 

• Analytical skills for evaluating bids and proposals.

 

• Understanding of strategic IT procurement planning to align with organizational goals.

 

• Effective communication skills for stakeholder engagement.

 

• Familiarity with procurement software tools to enhance efficiency.

 

Ideal Training and Education:

 

• Bachelor’s degree in public administration, business administration, political science, or a related field.

 

• Relevant experience may substitute for education (1.5 years of experience per year of education, up to 4 years).

 

Preferred Certifications:

 

• CPPB or CPPO, UPPCC

 

• Extensive public sector procurement experience in California.

 

• Purchasing/Supply Chain Management Certifications (e.g., C.P.M., CPSM, ISM).

 

Telework Eligibility:

 

• Employees must reside within 150 miles of their primary work location in San Jose, CA, by their start date.

 

• This position is eligible for a hybrid telework schedule (40% remote, 60% onsite) after completing a one-year probationary period. Internal candidates will follow existing telework schedules.
