Information Technology Engineer – White Pine County

White Pine County is seeking a full time Appointed Information Technology Engineer to oversee technology policies, budgets and operations of all County IT Systems. Pay range is $85,000-$99,329 DOE plus competitive benefit package.

Minimum qualification is a Bachelor’s degree in information technology, information systems, computer science or related field (graduate degree a plus); AND a minimum of eight (8) years of technical experience working in IT operations which must include at least three (3) years of experience overseeing IT teams, projects and budgets.

Example of Duties:

A. Based on direction from County Manager develops overall goals for the County IT department to streamline all internal operations and help optimize their strategic benefits; develops objectives, strategies and timelines for the IT department to meet goals; provides budgetary analysis and recommendations to meet County IT needs in a cost-effective and efficient manner.

B. Plans, coordinates and directs County IT staff to meet the needs of ongoing operations of the County; hires, supervises, evaluates and terminates employees under guidance of Human Resources, provides leadership of County IT team including hands-on assistance as necessary for technical issues; maintains IT availability for response to Sev 1 emergencies as they may arise; promotes opportunities for IT staff involvement in collaborative and participatory problem solving; mentors and trains staff in various areas of technical support to meet the needs of all County departments.

C. Develops, implements and evaluates a ticketing system that provides the County’s end users with a way to effectively communicate immediate and long-term needs with the IT department; has the ability to provide analysis of the services required and response times for resolution by the IT department.

D. Oversees all County technology including but not limited to infrastructure, hardware, software, networking, security, data integrity and backups, server administration and monitoring, GIS, copiers, communications to include phone, website, email and social media.

E. Ensures compliance with the County policies and state and federal law for operations and maintenance of the County’s IT systems; monitors changes or advancements in technology; analyzes the associated costs, values and risks of new technologies and advises upper management on suggested actions.

F. Collaboratively works with elected officials and department heads to plan the implementation of new systems and customize existing systems to provide the optimal end user functionality as authorized by the County Manager, the Board and budget.

G. Selects, negotiates with, oversees and monitors the work of consultants/suppliers under contract with the County to provide necessary IT services and supplies; assigns tasks and authorizes expenditures to provide cost efficient utilization of County funds remaining within authorized budget; ensures compliance with County, State and Federal policies, regulations and laws as they apply to purchasing.

H. Ensures technology upgrades as required by changing legislation and administrative regulations; keeps County Manager apprised of such changes and assists with analysis of costs required for necessary upgrades; provides recommendations for policy changes/updates to ensure compliance with new laws/regulations.

I. Develops annual budget for IT department including anticipated countywide services and replacement cycles developed to keep technology current in all departments; complies with and monitors status of budget throughout the year; apprises County Manager of any unanticipated events adversely impacting the budget.

J. Responsible for management and oversight of the IT components of all County projects including working collaboratively to perform a needs assessment, ensuring compatibility and integration of new projects within County’s existing network, developing a budget and timeline for the IT components of the project, coordinating necessary resources for the project and providing troubleshooting and problem solving throughout the project.

K. Maintains up-to-date documentation of all County systems including network maps, software utilization, contact information for related vendors and support services
