General Job Description

*The Chief Information Officer (CIO) leads the information technology team providing tactical and strategic direction for maintaining, enhancing and growing the FHCSD information technology infrastructure in support of the mission of FHCSD. The CIO reports to the CEO and is responsible for software engineer and product development, enterprise and practice system management, information technology and data center operations, Health Information Management, electronic document management, telecommunications, business intelligence and decision support systems, IT Training and for ensuring the confidentiality, security of FHCSD data assets.

Job Roles

*Attains all agreed to goals and objectives within specified time frames as part of the overall mission.

*Builds positive relationships, inspires others to perform at a higher level, prepares career development plans and retains an accountable workforce.

*Coaches and counsels staff and administers appropriate disciplinary action in a timely manner.

*Develops and maintains the annual operating and capital budgets for FHCSD information and technology systems operations consistent with programmatic plans and established financial guidelines. Responsible for monitoring IT activities and costs as related to the overall utilization of resources required to meet programmatic operational requirements.

*Develops, coordinates, guides and maintains IT systems strategic and operational plans in support of the overall clinical/patient-focused mission and business strategy. These plans define a vision for meeting current and future information and technology needs for FHCSD, while ensuring alignment and integration of IT with the overall vision, mission, and values of the enterprise.

*Effectively communicates departmental, organizational and industrial information to staff.

*Ensures applicable regulatory and department standards are adhered to on an on-going basis (The Joint Commission, CLIA, DHS – Licensing & Certification, OSHA, HIPAA, etc.). Ensures confidentiality and security of information assets.

*Leads, educates, coaches and mentors others on LEAN continuous process improvement philosophy, tools and application to accomplish organizational goals.

*Maintains an enterprise-wide business recovery plan to ensure timely and effective restoration of IT services in the event of a disaster.

*Participates in continuous improvement activities and ensures appropriate Lean tools (i.e., 5S, A3) are deployed and results are evaluated and/or measured.

*Performs other duties as assigned.

*Promotes and oversees relationships between FHCSD’s IT resources and external entities (e.g., government, vendors, researchers, and other health care organizations).

*Provides advice on evaluation, selection, implementation and maintenance of information systems, ensuring appropriate investment in strategic and operational systems. Negotiates all IT acquisition contracts, soliciting involvement and participation of other management team members as appropriate.

*Provides leadership and strategic planning for the development of proprietary software products.

*Provides/ensures staff receive all new hire and annual trainings on time.

*Recruits, trains, develops, engages and retains an accountable workforce. Foster an environment that promotes development and professional growth of employees.

*Responsible for department’s operational excellence and ensures department delivers quality services in accordance with applicable policies, procedures and professional standards.

*Responsible for Project Management to support FHCSD initiatives.

Education/Certifications/Licenses/Registrations

*10 – 15 years of IT experience with progressively responsible management experience required.

*Ability and means to travel as needed in a timely manner within San Diego County. DRIVER REQUIREMENTS: Requires an active Class C California driver's license, proof of liability insurance at $100,000, on vehicle used. No more than 2 points in past 12 months; No suspensions in last 2 years for moving violations; No DUI, reckless or felony Driving within 5 years. No license revocation in 7 years.

*BA/BS and Masters in a related field required.

*Demonstrated experience running a large 24/7 IT operation required.

*Experience in understanding a wide range of computer hardware, software and network applications for information delivery required.

*Significant experience in health care industry or out-patient medical clinics preferred.

*Supervisory experience and knowledge of budgets and budget preparation required.

Experience/Specialized skills (including Language)

*Bilingual (English/Spanish) preferred.

*Cultural and linguistic sensitivity to populations served.

*Demonstrated leadership capabilities including successful experience in strategic planning, complex project management, personnel management and team leadership.

*Highly developed analytical skills and experience in the development and/or marketing of software products.

*Knowledge of supervisory practices and techniques, including performance management and employee development.

*Must possess excellent oral and written communication and interpersonal skills.

*Strong analytical and problem solving skills.

*Successful track record of leading and driving positive change through others.

In the spirit of pay transparency, we are excited to share the base range for this position, exclusive of fringe benefits or potential bonuses.

301,392.00 – 368,388.80

If you are hired at Family Health Centers of San Diego, your final base salary compensation will be determined based on factors such as geographic location, jurisdictional requirements, skills, education, and/or experience. In addition to these factors – we believe in the importance of pay equity and consider internal equity of our current team members as a part of any final offer. Please keep in mind that the range mentioned above is what we reasonably expect to pay for the role. Hiring at the maximum of the range would not be typical in order to allow for future and continued salary growth.
